Clarksburg Sports Association Commissioners are responsible for implementation and direct oversight of the various sports programs. Commissioners shall know and enforce the rules, regulations and by-laws of the organization and policies and procedures pertaining to the sport they govern. Commissioners shall schedule registration dates, preside over player placements; schedule all games, practices and tournaments, manage concession stand operation (as applicable) for each game of the season, coordinate assignment of officials for each game and schedule informational meetings as required to insure that the coaches and officials are aware of all the rules and regulations of their sport. Commissioners shall distribute equipment to the various sports coaches, maintain inventory of all equipment and provide an inventory statement at end of the season, purchase any new equipment needed, after approval from the Board of Directors.
Commissioners are responsible for all pictures, trophies and plaques for any and all organizational functions and shall preside over the selection of all star teams as applicable.
Commissioner - Football - Chris Smith
Christopher Smith has been both a basketball and football coach with CSA over 5 years. Chris is a 13 year veteran Police Detective for Metropolitan Police Department. He graduated from Salisbury State University Bachelor of Arts Degree and is a member of Omega Psi Phi Fraternity Incorporated.
Chris has a passion for youth helping them to develop beyond the X's and O's using football to inspire and prepare kids both on the field and in life.
Chris has lived in the Clarksburg/Germantown area for 15 years.
Commissioner - Track and Field - Kevin Monroe
Originally from Muscatine, Iowa, Kevin Monroe has lived in Montgomery County for 13 years. Kevin attended Iowa State University on a track and baseball scholarship. He earned his Master’s Degree in Administration & Supervision from Bowie State University.
Kevin is a Physical Education teacher and also the Head Indoor and Outdoor Track &Field coach at Kennedy High School in Silver Spring, Md. Among his numerous accolades, Kevin earned the Montgomery County Gazette Girls Outdoor Track& Field Coach of the Year Award in 2011.
He is also in his 3rd year serving as the Assistant Athletic Director at Kennedy. Kevin currently resides in Clarksburg with his wife, two sons and daughter.
Commissioner - Basketball - Robyn Jones
Robyn Jones is an active community volunteer with extensive experience in the human services fields. After graduating from Iowa State University with a M.S. in Human Development and Family Studies with a specialization in housing, Robyn worked in the service delivery and management field of housing for over 15 years. In addition to serving on the Commission on Landlord and Tenant Affairs, Robyn also serves on the Sharing Montgomery Grants Committee. Robyn also served on the Montgomery County Coalition for the Homeless Board of Directors and The Bernie Scholarship Award Program Board Member. An avid sports fan, Robyn currently is the Head Coach for her son’s CSA basketball team. Robyn is married and the mother of one son.
Commissioner - Cheer - Jacqui McCloskey
Jacqui McCloskey was born and raised as a Washington, DC local. She attended Georgetown Visitation High School where she cheered and ran track and cross country. Jacqui earned her BS at the University of Delaware in Elementary and Kindergarten Education and her M. Ed. at the University of Maryland, College Park. She is currently a National Board Certified Teacher for Montgomery County Public Schools in Second Grade and has been teaching for the past 29 years. Jacqui is married to Brian McCloskey. Their five children have been involved in CSA Sports since 2008. They reside in Clarksburg.
Jacqui has been the CSA Cheer Commissioner since 2012. She enjoys bringing the cheer spirit to the Clarksburg community and watching cheerleaders move on to the high school level, especially seeing many come back to CSA to coach!
